This American Model 1936 harness is attached to the belt loops using hooks. The harness allows soldiers to carry their personal equipment (shovel, canteen, magazine pouch, etc.). The rings hold the hooks of the M-1936 musette bag. This type of shoulder straps was used by American paratroopers and more broadly by all US Army personnel, especially when they did not have the M-1928 haversack. This example shows signs of wear and the manufacturer's markings are difficult to read. There is a laundry number.
